Parking Fee: $5 for each vehicle, if it is kiosk attended. $4 for trailered vehicles.

Dogs Allowed? Yes, dogs are permitted, but there is a $2 fee per dog.

Boat Launch? There is no boat launch, but kayakers and those with inflatable boats are welcome on the lake.

Types of Boats Allowed: Kayaks, inflatable car top boats, windsurf boards and kiteboards.

Restrictions: Please note that although dogs are allowed, they will not be permitted on the beach. Please keep all animals on grassy areas and on paved paths. Dogs must be kept on a leash at all times, and the leash must be six feet in length. Dog owners are asked to pick up after their animals as well.

Boating: Although large boats are not allowed, the facility is well suited for those who enjoy kayaking, or inflatable boating. The waters are well suited to these crafts and the overall atmosphere is very relaxing.

Fishing: Fishing is allowed from the shore, but you must have a license to be allowed to fish at the park.

History of the Park: Crown Memorial is actual quite historical and dates back to the 1880's when it was known as Alameda Beach. It has been called the Coney Island of the West, due to its warm beaches, fabulous water and the bathing spas. Frequent events are held throughout the year at the park and the yearly carnival is very entertaining.

Special Features: This is a great place to take the kids, due to the numerous activities they will find here. The Elsie Roemer Bird Sanctuary can be found at the east end of the park and features numerous aquatic birds and other sea creatures. The historic Crab Cove can also be found at the north end of the park and is home to many exhibits and sea creatures. Don't miss the annual Sand Castle and Sand Sculpture Contest which is held in June. Dates may change, please call ahead for more information.

Picnicking: Picnicking at this park is very popular, so you may want to call ahead to make a reservation.

How to get there: According to the park: "From San Francisco, take the Bay Bridge to I-580 east and I-980 (downtown Oakland). Exit I-980 at 11th/12th Streets, go through several traffic lights and make a left onto 5th Street. This will take you to Broadway and the Oakland/Alameda Tube. Once through the Tube, you'll be on Webster Street. Webster will dead end at Central Avenue. Turn left onto Central and right onto Eighth Street to reach the Crown Beach entrance. Turn right on Central then turn left on McKay Ave to reach the Crab Cove entrance."

The Marina Village Yacht Harbor is involved in the Clean Marina program, and has undergone intense certification to win the honor of being considered a "clean marina." Is Parking Available? Yes, there are 277 spaces that are available on the western edge of the property.

Are There Any Recreational Facilities? Yes, Fortman has built a "mini-park" on the southern portion of the marina. Wooden benches, small trees and other landscaping features make this a favorite stop among regulars.

What Other Amenities Are Offered? Fortman recently added a video store to the Marina office where you can rent videos at a reasonable cost. This is perfect if you're planning to dock overnight or if you need to keep the kids busy for a few hours during the day.

Unprecedented collapse in fish population forces cancellation among West Coast states

Early season salmon fishing off the coasts of California and most of Oregon was shut down Wednesday by federal regulators responding to an unprecedented collapse of salmon populations along the West Coast.

The actions affect commercial and recreational fishing seasons either underway or scheduled to open in the coming weeks. When they meet again next month, regulators are likely to close the bigger fishing seasons that come later in the year.

Specifically, a small recreational fishing season off Fort Bragg that opened in mid-February will close April 1. Other recreational fishing seasons from San Francisco to the Mexican border that were scheduled to open April 5 have been closed.

Commercial fishing that was scheduled to open off Fort Bragg on April 7 was also closed.

In Oregon, the start of recreational and commercial seasons that were set to open March 15 were delayed to April 15, but it appears likely that those seasons will be closed when the Pacific Fishery Management Council meets again in early April.

The actions were in response to major declines in salmon populations that were especially pronounced in California's Sacramento River fall run of chinook salmon, which produced more than 80 percent of the salmon caught off the California coast.

Last year's return of spawning adults was less than 90,000, the second lowest figure on record. Worse, the number of returning two-year-olds -- a key predictor of the 2008 return -- was a record low, meaning this year is likely to be much worse.

On Tuesday, scientists informed the council that even without any salmon fishing at all, the return of Sacramento River fall run was expected to be fewer than 60,000, or less than half of the minimum target set by regulations.

"There's not going to be any fisheries this year that have any impacts on the Central Valley run," said Duncan MacLean, a commercial salmon fisherman from Half Moon Bay and the industry's California representative to the council.

"I'm totally disgusted," he added. "I am sick and tired of putting myself and my family through this."

Agency scientists for the most part have blamed a shift in ocean conditions along the West Coast for the problems. But others, including the head of the fishery management council, contend that shift cannot account for the severity of the problem with Sacramento River salmon.

MacLean and many other anglers blame the problem instead on water management in the Delta and throughout the Central Valley.

"This is like going to debtors prison for your father's sins," MacLean said. "This is working it's way up the food chain. It started with the Delta smelt (which appears to be close to extinction), and it's working it's way up."
